REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

·        Moment of Reflection

·        Honor local resident Mable Byrd's 101st Birthday celebrated on August 31, 2016.

·        Introduction of new employees to the Board of Supervisors

·        Report of any actions from closed session by County Counsel.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time.  In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

·        Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

·        Receive a brief report from the County Administrative Officer.

·        The Pledge of Allegiance to be led by Chris Howard, District 3 Supervisor.

SCHEDULED ITEMS:

1.    10:25 A.M.COMMENT PERIOD:  Members of the public may address the Board on matters which are within the jurisdiction of the Board.  If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter.  Please limit your comments to three minutes or less.

2.    10:30 A.M. Open the public hearing to consider the Recommended Budget and all Special District budgets for the 2016/2017 Fiscal Year, and continue the hearing for 14 days; and consider Attachment ‘A’ outlining staffing changes, including the creation of positions, as requested by the County Administrative Officer.**

3.    10:45 A.M. Update on the Smith River National Recreational Area. (Dave Palmer)

4.    11:00 A.M. Presentation on the role of the assessor regarding Sutter Coast Hospital/Sutter Health's property tax exemption. (Jennifer Perry, County Assessor)

CONSENT AGENDA

Comments from members of the public may be heard at this time regarding matters on the Consent Agenda only.

5.    Approve and adopt Minutes from the August 23, 2016 Board of Supervisors Meeting.**

6.    Approve and adopt Proclamation honoring the Sixteenth Annual Binational Health Week to take place on October 1-16, 2016.**

7.    Approve and adopt the two attached Resolutions expressing appreciation and commendation for the many accomplishments of the Del Norte Association of Cultural Awareness (DNACA) and approving the application and authorizing the execution of a grant contract with DNACA as requested by the Executive Director of the Del Norte Association of Cultural Awareness.**

8.    1) Approve and authorize the Sheriff to enter into the Equipment Grant #C16L0605 with the State of California, Department of Parks and Recreation, Division of Boating and Waterways and the Del Norte County Sheriff's Office and 2) approve and adopt the attached Resolution authorizing the Department of Parks and Recreation, Division of Boating and Waterways Law Enforcement Equipment Grant in the amount of $16,450.00 for the 2015/16 Federal Fiscal Year as requested by the Sheriff-Coroner.**

9.    1) Award the construction contract for the Parkway Drive Safety Project to G R Sandberg, Inc. and authorize the Chair to sign the Agreement and 2) authorize the County Engineer to sign change orders totaling up to $29,715.66 as requested by the Assistant Engineer.**

10. Approve and authorize the appointment of Heather Snow, Director of Health and Human Services, as the representative of Del Norte County to the Partnership HealthPlan of California Commission effective immediately as requested by the Director of Health and Human Services.**

11. Approve and authorize the Chair to sign an Agreement for Adult Community Residential Care Services with Willow Glen Care Center, Yuba City, CA for the period of July 01, 2016 through June 30, 2017, not to exceed $260,000.00 as requested by the Director of Health and Human Services.**

12. Approve and authorize the Chair to sign an Agreement with Willow Glen Care Center, Yuba City, CA to provide Mental Health Rehabilitation Services at their facility known as Sequoia Psychiatric Treatment Center for the period July 01, 2016 to June 30, 2017, not to exceed $200,000.00 as requested by the Director of Health and Human Services.**

13. Approve and authorize the Chair to sign an Agreement with Charis Youth Center to provide Residential and Mental Health Services for the period April 01, 2016 to June 30, 2017, not to exceed $60,000.00 as requested by the Director of Health and Human Services.**

14. Approve and authorize the Chair to sign an Agreement with Kings View Corporation to provide Telepsychiatric Services for the period July 01, 2016 to June 30, 2017 not to exceed $220,520.00 as requested by the Director of Health and Human Services.**

15. Approve and authorize the Chair to sign an Agreement with Community Recovery Resources for residential substance abuse services for July 01, 2016 through June 30, 2017, not to exceed $20,000.00 as requested by the Director of Health and Human Services.**

16. Approve and authorize the Chair to sign an Agreement with Crestwood Behavioral Health, Inc. (CBH), Sacramento, CA to provide psychiatric placement services for adults for the period July 01, 2016 through June 30, 2017, not to exceed $245,000.00 as requested by the Director of Health and Human Services.**

17. Approve the District Attorney to start Frank Schweitzer as District Attorney Investigator III, Step C as requested by the District Attorney.**

18. Approve and authorize staff to close the Hobbs-Wall trail project including repayment of expended Federal Funds as requested by the Assistant Director of the Community Development Department.**

19. Approve and authorize the Chair to sign an Agreement between the County of Del Norte and CSG Consultants, Inc. for professional building plan and review services on an as needed basis as requested by the Director of the Community Development Department.**

REGULAR ITEMS

GENERAL GOVERNMENT:

20. Approve, authorize, submit and file the County Response to the 2014/2015 Final Grand Jury Report, as requested by County Administrative Officer.**

21. Approve and authorize the Chair to sign the attached letters in support of SB X1 1 and AB X1 26 also known as the Beall/Frazier Transportation Package as requested by the Director of the Community Development Department.**

LEGISLATIVE AND BUDGET ISSUES:

22. Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.

23. Approve and authorize the Chair to send a letter of support for SB 1300 raising Medi-Cal reimbursement to ambulance providers in the state without costing the state additional funds as requested by the County Administrative Officer.**
