REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

Hold a closed session to consider and discuss litigation and personnel matters: (a) Conference with Legal Counsel- Existing litigation pursuant to Government Code 54956.9(d)(1)Big Rock Community Services District v. Jason Peeples et al. CVUJ-2016-1338; (b) Conference with Legal Counsel- Anticipated litigation 1) significant exposure to litigation pursuant to Govt’ Code 54956.9(d)(2) – two; 2) Initiation of litigation Conference with Legal Counsel pursuant to Govt’ Code 54956.9(d)(4) – none; (c) Conference with Labor Negotiators pursuant to Government Code 54957.6 between County Negotiator: Jay Sarina, CAO and SEIU.

10:00 A.M. Call the meeting to order and take roll.

·        Moment of Reflection

·        The Pledge of Allegiance to be led by Bob Berkowitz, District 5 Supervisor.

·        Introduction of new employees to the Board of Supervisors

·        Report of any actions from closed session by County Counsel.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time.  In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

·        Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

SCHEDULED ITEMS:

1.    10:25 A.M.COMMENT PERIOD:  Members of the public may address the Board on matters which are within the jurisdiction of the Board.  If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter.  Please limit your comments to three minutes or less.

2.    10:30 A.M. Receive and Discuss report of Bar-O Financial Issues and Alternatives Update**. (Lonnie Reyman, Chief Probation Officer)

CONSENT AGENDA

Comments from members of the public may be heard at this time regarding matters on the Consent Agenda only.

3.    Approve and adopt Minutes from the February 28, 2017 Board of Supervisors Meeting.**

4.    Approve and adopt a Proclamation proclaiming April 2-8, 2017 as "Safety Belt Checkup Week," as requested by the Executive Director of SafetyBeltSafe U.S.A.**

5.    Approve and authorize the Del Norte County Sheriff to fund award plaques to be presented to staff and volunteers of the Del Norte County Sheriff's Department during the 23rd Annual LEADN Awards as requested by the Sheriff-Coroner.**

6.    Approve and authorize the Del Norte County District Attorney's office to fund award plaques to be presented to staff and community members for outstanding service to the County, during the annual LEADN Awards as requested by the District Attorney.**

7.    Approve and authorize the Probation Department to finance a plaque for an employee to be presented at the 23rd annual LEADN Awards as requested by the Chief Probation Officer.**

8.    Approve and authorize the Chair to send a letter of support for the Del Norte Senior Center's commitment to becoming a fully designated and funded Community Action Agency as requested by the Executive Director of the Senior Center.**

9.    Approve and authorize a Wireless Device Allowance for the Social Services Fiscal Manager of Health and Human Services as requested by the Director of Health and Human Services.**

10. Approve and authorize the Chair to sign Agreement #EW-2017-06 with the University of California, Davis (UC Davis) for Eligibility, Employment Services and Welfare-to-Work training from July 1, 2017 through June 30, 2018, not to exceed $49,900.00 as requested by the Director of Health and Human Services.**

11. Approve and authorize the Chair to sign Agreement #EW-2017-06 with the University of California, Davis (UC Davis) for Child Welfare Services training from July 1, 2017 through June 30, 2018, not to exceed $12,750.00 as requested by the Director of Health and Human Services.**

12. Approve and authorize the Chair to sign the First Amendment to Agreement Number 2015-122 with North Valley Behavioral Health, LLC, Yuba City, CA to provide acute inpatient psychiatric placement from July 1, 2016 through June 30, 2017, not to exceed $500,000.00 as requested by the Director of Health and Human Services.**

13. Approve and authorize the Chair to sign the Agreement with Penny Saver Inn for damage reimbursements and temporary shelter effective January 1, 2017, not to exceed $100,000.00 per fiscal year as requested by the Director of Health and Human Services.**

14. Approve and authorize the Chair to sign an Agreement with Humboldt Addictions Services Program (HASP) for Drinking Driver Treatment Program services from July 1, 2016 through June 30, 2018 as requested by the Director of Health and Human Services.**

15. Approve and authorize the Chair to sign the Agreement with Remi Vista, Inc for mental health services for juveniles in Del Norte County Juvenile Hall as requested by the Chief Probation Officer.**

BUDGET TRANSFERS:

16. Approve and adopt Budget Transfer #03-01 in the amount of $480,000.00 within the Mental Health budget for the increased cost of the Mental Health Professional services for Emergency Care as requested by the Director of Health and Human Services.**

REGULAR ITEMS

GENERAL GOVERNMENT:

17. Discuss and direct staff on implementing Board of Supervisors term limits.**

18. Approve and adopt a Resolution ratifying the previous Proclamation of a Local Emergency due to the impact of several ongoing significant storm systems as requested by the County Administrative Officer.

19. Approve and authorize the plans and specifications for the Big Flat Road at Hurdygurdy Creek Bridge Replacement Project and authorize staff to advertise the project for bids as requested by the Assistant Engineer.**

20. Discuss and take action to accept Supervisor Berkowitz request to be removed as the alternate from the North Coast Unified Air Quality Management District as requested by Supervisor Berkowitz.

LEGISLATIVE AND BUDGET ISSUES:

21. Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.

22. 1) Receive and file the mid-year budget update as submitted by the County Administrative Officer and Auditor-Controller and 2) direct departments to maintain revenue and expenditures as estimated in the mid-year report and continue working on solutions to reduce net costs as requested by the Auditor-Controller and the County Administrative Officer.**

23. Approve and authorize the use of budgeted travel funds for Supervisor Howard and Supervisor Hemmingsen to travel to Washington D.C. for advocacy of the Del Norte County Federal Legislative Platform as requested by Chair Howard.

24. Discuss the Board of Supervisors travel budget and priorities for the remaining 2016/2017 Fiscal Year as requested by Chair Howard.
