The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

CONSENT AGENDA

4.    Approve and adopt Minutes from the June 13, 2017 Board of Supervisors meeting.**

5.    Appoint Aaron Goodwin as the Child Support Services Director at a G Step rate effective July 07, 2017 as requested by the County Administrative Officer.**

6.    Approve the hiring of Yancy Williamson as a Supervising Juvenile Correctional Officer at a Step C as requested by the Chief Probation Officer.

7.    Approve and authorize the Chair to sign the 17/18 FY Subvention and Medi-Cal Certificate of Compliance as requested by the Veteran Service Officer.**

8.    Approve and authorize the Chair to sign the 2017/18 Megabyte Property Tax System Maintenance Agreement as requested by the Treasurer-Tax Collector.**

9.    Approve and authorize the Chair to sign the Fourth Amendment to the current Agreement #2011-176 with William Cater, Attorney at Law, for County Hearing Officer Services as requested by the County Administrative Officer.**

10. Approve and authorize the Chair to sign the Second Amendment to Agreement #2016-126 for Public Defender Services as requested by the County Administrative Officer.**

11. Approve and authorize the Chair to sign the Agreement with Van Scoyoc Associates for Federal Government Advocacy Services as requested by the County Administrative Officer.**

12. Approve and authorize the Chair to sign the Agreement between the County of Del Norte and Area 1 Agency on Aging to provide an area service plan relating to services and support for the elderly Americans in Del Norte County as requested by the County Administrative Officer.**

13. Approve and authorize the Chair to sign an Agreement for Professional Services between the County of Del Norte and the Northwest California Resource Conservation & Development Council (NCRCD) for the preparation of environmental documents needed for several Federal Title II Program funded culvert replacements along County roads within the Forest as requested by the Director of the Community Development Department.**

14. Approve an authorize the Chair to sign an Agreement with Western Emulsions for road materials supply as requested by the Director of the Community Development Department.**

15. Approve and authorize the Chair to sign an Agreement with Tidewater Contractors, Inc. for road materials supply as requested by the Director of the Community Development Department.**

16. Approve and authorize the Chair to sign the Release of Lien dated November 10, 2016 as requested by the Director of Health and Human Services.**

17. Approve and authorize the Chair to sign the Agreement with the California Department of Public Health (CDPH) for the Childhood Lead Poisoning Prevention Program (CLPPP) for the period July 01, 2017, to June 30, 2020, not to exceed $201,915.00 as requested by the Director of Health and Human Services.**

18. Approve and authorize the Chair to sign the California Statewide Automated Welfare System Consortium IV (C-IV) Joint Exercise of Power Agreement (JPA) Memorandum of Understanding (MOU) as requested by the Director of Health and Human Services.**

19. Approve and authorize the Chair to sign the Agreement with the National Council on Crime and Delinquency for Structured Decision Making (SDM) Services from July 01, 2017 to June 30, 2018, not to exceed $21,295.00 as requested by the Director of Health and Human Services.**

20. Approve and authorize the Chair to sign the First Amendment to the Agreement with Kings View Corporation to provide Telepsychiatric Services for the period July 01, 2016 to June 30, 2017 not to exceed $316,200.00 as requested by the Director of Health and Human Services.**

21. Approve and authorize the Chair to sign the Agreement with BHC Heritage Oaks Hospital in Sacramento, CA for Psychiatric Inpatient Hospital Services from July 01, 2017 through June 30, 2018, not to exceed $45,000.00 as requested by the Director of Health and Human Services.**

22. Approve and authorize the Chair to sign the Agreement with BHC Sierra Vista Hospital in Sacramento, CA  for Psychiatric Inpatient Hospital Services from July 01, 2017 through June 30, 2018, not to exceed $45,000.00 as requested by the Director of Health and Human Services.**

23. Approve and authorize the Chair to sign the First Amendment to the Agreement with Swiderski Mortuary, Inc. for Indigent Burial Services for the period June 14, 2016 through June 30, 2017, not to exceed $33,000.00 as requested by the Director of Health and Human Services.**

24. Approve and authorize the Chair to sign an Agreement for Adult Community Residential Care Services with Willow Glen Care Center, Yuba City, CA for the period July 01, 2017 to June 30, 2018, not to exceed $375,000.00 as requested by the Director of Health and Human Services.**

25. Approve and authorize the Chair to sign the Agreement for Bar-O Boys Ranch Placement with El Dorado County as requested by the Chief Probation Officer.**

26. Approve and authorize the Chair to sign the Agreement for Bar-O Boys Ranch Placement with Amador County as requested by the Chief Probation Officer.**

27. Approve and authorize the Chair to sign the Third Amendment to the Professional Services Agreement #2012-044 for the Big Flat Road at Hurdygurdy Creek Bridge Replacement Project as requested by the Assistant Engineer.**

28. Approve and authorize the FY 2017-2020 Mental Health Services Act Three Year Program, Expenditure Plan and budget as requested by the Director of Health and Human Services.**

BUDGET TRANSFERS:

29. Approve and adopt Budget Transfer #06-09 in the amount of $6,490.00 within the Bar-O Boys Ranch Budget for the reimbursement for personal property of employee of Bar-O Boys Ranch as a result of a burned manufactured home as requested by the HR/ Risk Manager,**

30. Approve and adopt Budget Transfer #06-10 in the amount of $30,000.00 from the General Fund Contingency Budget to the Public Defender Budget to cover insufficiencies in the 2016-17 Public Defender Budget for payments for conflict attorney fees as requested by the Assistant County Administrative Officer.**

31. Approve and adopt Budget Transfer #06-12 in the amount of $12,000.00 within the Public Health Program Budget to cover the underestimate on the number of indigent Burial Claim expenses for Fiscal Year 2017-18 as requested by the Director of Health and Human Services.**

32. Approve and adopt Budget Transfer #06-13 in the amount of $7,500.00 within the Public Health Program Budget due to Carry-In Monies approved by the State of California SNAP ED Program as requested by the Director of Health and Human Services.**

33. Approve and adopt Budget Transfer #06-14 in the amount of $55,081.00 within the Welfare Assistance Budget to cover the increase in the IHSS MOE per County Fiscal Year No. 16/17-55 as requested by the Director of Health and Human Services.**

34. Approve and adopt Budget Transfer #06-15 in the amount of $55,081.00 within the Public Authority Budget  to cover the increase in the IHSS MOE per County Fiscal Year No. 16/17-55 as requested by the Director of Health and Human Services.**

REGULAR ITEMS

GENERAL GOVERNMENT:

35. Consider and approve the proposed FY 2017/18 Border Coast Regional Airport Authority (BCRAA) budget as provided in Article IV "Funding" of the BCRAA JPA Agreement as requested by the Border Coast Regional Airport Program Manager.**

36. Approve and authorize the Chair to sign and send a letter of support for the Huffman Proposed Yurok Tribe's Land Legislation as requested by the Del Norte County Board of Supervisors.**

37. Discuss development of an analysis for each of the four uncontrolled intersections within Del Norte County (Macken Avenue and Calaveras Street, Childs Avenue and Calaveras Street, Childs Avenue and Del Norte Street, Keller Avenue and Fresno Street) and direct staff as necessary as requested by the Board of Supervisors.**

38. Authorize the temporary closure of Humboldt Road between Roy Avenue and Highway 101 and Sandmine Road from Humboldt Road to Highway 101, from July 05, 2017 to October 02, 2017 for the Humboldt Road Safety Improvement Project and request that the Elk Valley Rancheria place reader boards north and south of Sandmine Road/Humboldt Road to let the travelling public know in advance of the temporary road closure and alert all first responders and the media of the temporary road closure as requested by the County Engineer.**

39. Consider the appointment of Supervisor Berkowitz to the Federal Lands Policy Committee of the National Association of Counties (NACO) as requested by Supervisor Berkowitz.**

LEGISLATIVE AND BUDGET ISSUES:

40. Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments. Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

41. 1) Discuss and take action as necessary to approve the 2017/208 Fiscal Year Recommended budgets as presented by departments; 2) Establish, eliminate, reclassify, adjust and transfer positions within budget units as outlined (Attachment A); 3) Approve the position list request for wireless device stipends as provided in the adopted Wireless Device Policy(Attachment B); 4) Direct the Budget Team to continue to research and analyze all available cost saving options; 5) Direct departments that no fixed asset purchases shall be allowed prior to the adoption of the Final Budget without Board of Supervisor approval; 6) Direct departments that no budget transfers will be allowed that transfer funds from Salaries and Benefits to any other expense line unless determined to be an emergency by the County Administrator and Auditor/Controller; and 7) Accept the Recommended Children's Budget as presented, and direct staff as necessary (Attachment C) as requested by the County Administrative Officer.**

42. Approve the Public Safety Realignment Plan for FY 2017-2018 as requested by the Chief Probation Officer.**

43. Approve and authorize the Chair to sign and send a letter of opposition regarding AB 1250 that would impose a de facto prohibition on the County's non-profits who deliver vital services to the local residents as requested by the County Administrative Officer.**
