REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time.  In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

SCHEDULED ITEMS:

1.    10:05 A.M.COMMENT PERIOD:  Members of the public may address the Board on matters which are within the jurisdiction of the Board.  If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter.  Please limit your comments to three minutes or less.

2.    10:15 A.M. Adopt findings and approve a Modified Road Improvement Standard with condition(s) for this parcel off of Coulson Lane (APN 106-111-13) as requested by the County Engineer.**

CONSENT AGENDA

Comments from members of the public may be heard at this time regarding matters on the Consent Agenda only.

3.    Approve and adopt Minutes from the October 24, 2017 Board of Supervisors Meeting.**

4.    Approve and adopt a Proclamation proclaiming November 16, 2017 as the "Great American Smokeout" as requested by the Health Education Coordinator of the Department of Health and Human Services.**

5.    Approve and adopt Resolution appointing Gerald D. Cochran to represent Del Norte County on the Board of Directors of the Golden Gate Bridge and Highway Transportation District.**

6.    1) Approve and appoint Robert Westbrook as a public member to the Cannabis Working Group and 2) approve and appoint a member of City Staff to the Cannabis Working Group as requested by Chair Howard.**

7.    Approve and authorize the District Attorney's office to modify the Legal Clerk I/II job description and its minimum qualifications as requested by the District Attorney.**

8.    1) Approve and authorize the revised biweekly salary schedule with a pay grade adjustment to designated classifications; 2) direct staff to update the County Staffing Chart and the specific Classification Descriptions with the new salary grades; 3) approve and authorize the creation of a Custodian III classification and 4) approve the attached Custodian III Classification Description as requested by the County Administrative Officer.**

9.    Approve the Side Letter of Agreement to amend Article III, Section 3.11 of the Memorandum of Understanding (MOU) between the County of Del Norte and the Del Norte Employees Association/SEIU Local 1021 as requested by the County Administrative Officer.**

10. Approve and authorize the Chair to sign the Agreement for Emergency Transportation Services with Del Norte Ambulance, Inc. for the period July 01, 2017 through June 30, 2018, not to exceed $120,000.00 as requested by the Director of Health and Human Services.**

11. Approve and authorize the Chair to sign the Memorandum of Understanding (MOU) with the Redwoods Community College District for clinical placement of students from October 01, 2017 through September 30, 2018 as requested by the Director of Health and Human Services.**

12. Approve and authorize the Chair to sign the Agreement with Restpadd, Inc., Redding, CA to provide non-hospital acute inpatient psychiatric health care services from July 01, 2017 through June 30, 2018, not to exceed $360,000.00 as requested by the Director of Health and Human Services.**

13. Approve and authorize the Chair to sign an Agreement with Communique Interpreting of Santa Rosa, CA for American Sign Language Interpreters for the period July 01, 2017 through June 30, 2018, not to exceed $9,500.00 as requested by the Director of Health and Human Services.**

14. Approve board appointment renewals for the Local Mental Health Board members, Dawn McCovey-Fakier and Carla Romesberg as requested by the Director of Health and Human Services.**

15. Approve and authorize the Chair to sign the Memorandum of Understanding (MOU) between County Counsel and the Healthcare District for County Counsel to represent legal representation to the district as requested by County Counsel.**

16. Approve and authorize a Notice and Invitation to Bid for asbestos abatement, demolition and removal of County property "206 Williams Drive, Crescent City, CA." and authorize the County Administrative Officer to enter into an Agreement between the County of Del Norte and chosen Contractor as requested by the County Administrative Officer.**

17. Approve and adopt a Resolution authorizing the County Administrative Officer to sign the Agreement with the California Department of Food and Agriculture for the 2017-18 Organic Program as requested by the Department of Agriculture Weights and Measures Inspector IV.**

18. Approve and authorize the Chair to sign the Memorandum of Agreement and the Right of Entry Permit between the County of Del Norte and the California Department of Fish and Wildlife for the Use of Assessor Parcel Number 107-021-008 for a temporary host position to be located near the entrance of Pacific Shores Subdivision as requested by the Director of the Community Development Department.**

19. Approve and adopt a Resolution designating the Community Development Director to review less than 3 acre Timber Conservation Exemption applications received from the California Department of Forestry as requested by the Director of the Community Development Department.**

20. Approve and authorize the Chair to sign an Agreement for Bar-O Boys Ranch Placement in Napa County to cover billing and record keeping for July, August and September of 2017 as requested by the Chief Probation Officer.**

21. Approve and appoint Helen Ferguson to the Local Fish and Game Advisory Commission as a District 4 representative as requested by Supervisor Hemmingsen.**

22. Discuss and take possible action on a formation of a California Department of Fish and Wildlife 2x2 Committee. Recommended committee members: Supervisor Howard and Supervisor Hemmingsen as requested by Supervisor Hemmingsen.

BUDGET TRANSFERS:

23. Approve and adopt Budget Transfer #11-01 in the amount of $86,012.00 within the Mental Health Services Act (MHSA) budget in order to move the Workforce Education & Training (WET) funds that are subject to reversion in to the Prudent Reserve account for MHSA as requested by the Director of Health and Human Services.**

24. Approve and adopt Budget Transfer #11-02 in the amount of $3,241.00 within the Office of Emergency Services Budget to recover the travel costs of Emmitsburg, Maryland ultimately reimbursed by the Federal Emergency Management Agency (FEMA) as requested by the Assistant County Administrative Officer.**

REGULAR ITEMS

LEGISLATIVE AND BUDGET ISSUES:

25. Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.

26. Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

27. Approve and authorize the Chair to sign and send a letter addressed to Senator Kamala Harris urging her to co-sponsor S.1027 that extends the Secure Rural Schools and Community Self Determination Act of 2000.**

28. Approve and authorize all 5 members of the Board of Supervisors to sign and send a letter of opposition regarding the Lands Pass Program to the California Department of Fish and Wildlife as requested by the Board of Supervisors.**

29. Approve and authorize the Chair to sign and send letters to Senator Feinstein,  Senator Harris and Congressman Huffman urging them to oppose the 21st Century Flood Reform Act, H.R. 2874 that increases costs for National Flood Insurance Program (NFIP) policyholders as requested by the County Administrative Officer.**
