REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

4.    Approve and adopt Minutes from the February 27, 2018 Board of Supervisors meeting.**

5.    Approve and authorize an annual Merit/Step Increase for the Building Maintenance and Parks Superintendent as requested by the County Administrative Officer.

6.    Approve and adopt a Proclamation proclaiming the week of March 26-30, 2018 as Tsunami Preparedness Week as requested by the County Administrative Officer.**

Action: Approved.

7.    Approve and authorize the Chair to sign the First Amendment to the Memorandum of Understanding (MOU) between Del Norte County and the Elk Valley Rancheria (Agree #2002-023) amending the date of the expiration and extending the term of the MOU to coincide with the existing tribal-state compat as requested by the County Administrative Officer.**

8.    Approve and authorize the Chair to sign the Agreement for Dina Dinosaur Program Services with Del Norte Child Care Council (DNCCC) for the period July 01, 2017 through June 30, 2018, not to exceed $15,000.00 as requested by the Director of Health and Human Services.**

9.    Approve and authorize the Chair to sign the Agreement with Jennifer Wilson, M.D. for psychiatric consultation services from the period February 01, 2018 through June 30, 2018 ($25,200.00) and July 01, 2018 through June 30, 2019 ($62,400.00), not to exceed $87,600.00 as requested by the Director of Health and Human Services.**

10. Approve a request to the California Endowment and the United States Japan Foundation for Grant Funding for reciprocal travel to Japan to continue the Sister City program as requested by Chair Howard.**

LEGISLATIVE AND BUDGET ISSUES:

19. Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.

COMMITTEE/ACTIVITY REPORTS:

20. Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

Supervisor Gitlin: Attended the Sharyn Loughry retirement celebration, attended the Healthcare District 2x2, participated in a teleconference given by CSAC regarding hope for homelessness, attended a Del Norte Economic Development Corporation plans regarding economic development, participated in a major cleanup of the former homeless camp located across from South Beach and attended a meeting with Frank Kemp from the Department of Fish and Wildlife regarding the homeless camp cleanup.

Supervisor Cowan: Attended a meeting regarding homelessness in the County, attended a meeting with Mayor Inscore and Wes White regarding the new Marketing Group for the Visitors Bureau and attended a meeting regarding youth within the community and potential programs.

Supervisor Howard: Participated in several economic summit meetings with the Chamber of Commerce staff, attended the School System Reform Team meeting, participated in the Local Republican Women’s debate, attended a meeting with Mayor Inscore, Eric Wier and the CAO regarding Emergency Preparedness, attended Friday Night Downtown, attended the LTCO meeting, participated in Agenda Review, attended the NCUAQMD meeting, attended the welcome home ceremony for Fire Chief Steve Wakefield, participated in a discussion regarding the TUPP Program regarding smoke free housing, attended the Silver Ball and has been in numerous discussions with the City regarding preparation for the Japanese Delegation visit.

Supervisor Hemmingsen: Conference call with Senator McGuire staff regarding the Whales on the Bus Bill, attended a meeting with the Tolowa Dee-ni’ Nation Council, attended the BCRAA meeting, attended a meeting with True North regarding homelessness, attended the LTCO meeting, participated in a conference call with the Director of CA USDA regarding projects for future project funding, attended the welcome home ceremony for Fire Chief Steve Wakefield and attended the Silver Ball.

Supervisor Berkowitz: Attended the Sharyn Loughry retirement celebration, attended the Local Republican Women’s debate, attended a Del Norte Economic Development Corporation plans regarding economic development, participated in a major cleanup of the former homeless camp located across from South Beach and participated in a helicopter tour of Point St. George Lighthouse.
