The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

·        The Pledge of Allegiance to be led by Gerry Hemmingsen, District 4 Supervisor.

·        Introduction of new employees to the Board of Supervisors

Action: None

·        Report of any actions from closed session by County Counsel.

Action: With a motion by Supervisor Cowan and a Second by Supervisor Hemmingsen the Board voted 5-0 to deny the written demand for cure and correct action of an alleged Brown Act Violation pursuant to Government Code 54960.1 and the Chair to author a letter.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time. In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

Action: Supervisor Howard requested to place a letter of support for the California Association for Local Economic Development (CALED) Grant Application. With a motion by Supervisor Gitlin and a second by Supervisor Cowan the Board voted 5-0 to add the letter to the Agenda.

1.    Approve and adopt Minutes from the May 08, 2018 Board of Supervisors meeting.**

Action: Approved.

2.    Approve and adopt a Proclamation recognizing Tom Cabrera for his 20 plus years of service on the Del Norte County Search and Rescue Team as requested by Chair Howard.**

Action: Approved.

3.    Approve and adopt a Proclamation recognizing the Senior Corps Del Norte Foster Care Program as requested by the Senior Corps FGP Coordinator.**

Action: Approved.

4.    Approve and authorize the Chair to sign an Agreement for Professional Services between the County of Del Norte and the Smith River Alliance (SRA) for project oversight and coordination related to Fuel Break Maintenance in Six Rivers National Forest, California Project as requested by the Director of the Community Development Department.**

5.    Approve and authorize the Chair to sign the First proposed Amendment to the Del Norte County Agreement #2017-073 with Tidewater Contractors, Inc. for road materials supply as requested by the Director of the Community Development Department.**

Action: Approved. DNCOAGREE#2018-058 Supervisor Hemmingsen recused himself due to a conflict of interest.

6.    Approve the attached Public Safety Realignment Plan and Budget for FY 2018-19 as requested by the Chief Probation Officer.**

7.    Approve and authorize the use of County funds for Supervisor Berkowitz to travel to the annual NACo Conference in July of 2018 as requested by Supervisor Berkowitz.

Action: Approved.

8.    Approve and authorize the Chair to sign the First Amendment to Agreement #2017-028  between the County of Del Norte and Continuity Innovations to continue the Operations Plan and Government Plan for Del Norte County as requested by the County Administrative Officer.**

9.    Approve and accept the resignations of Doreen Pierce and Richard Day from the Local Mental Health Board (LMHB) and appoint Valerie Guilmette and Patrick Tracy to fill the two Consumer Member positions effective immediately as requested by the Director of Health and Human Services.**

10. Approve the inclusion of an Equipment Trailer as a fixed asset purchase in the amount of $50,000.00 within the Roads Division Budget for fiscal year 2017/18 as requested by the Director of the Community Development Department.**

Action: Approved.

11. Review the proposed budget for Fiscal Year 2018/19 for the Del Norte Solid Waste Management Authority as requested by the Director of the Solid Waste Management Authority.**

Action: Approved.

13. 10:15 A.M. 1) Receive a Local Opioid Coalition Presentation (Heather Snow, Director of DHHS and Dr. Rehwaldt, DHHS Health Officer) and 2) approve and authorize the Director of Health and Human Services to sign and send a letter to Senator McGuire requesting a local Town Hall regarding the Opioid Epidemic as requested by the Director of Health and Human Services.**

15. Discuss and direct Staff to begin discussions with Harbor Commission on how to provide for Port-a-Potties on South Beach, as requested by Supervisor Berkowitz.

Action: Approved. Supervisor Berkowitz requested to include $400.00 into the County budget as a continuous expense to pay for the port-a-potties and for the budget request to sunset in 5 years.

16. Approve and authorize the Chair to sign and send a letter of support of the Hambro Parcel (APN 115-020-18) from private ownership to Public Title Transfer to the California Department of Fish and Wildlife as requested by Caltrans.**

Action: Approved. Supervisor Hemmingsen requested for the letter to include verbiage stating that the Board of Supervisors are in support of this transfer if it is adopted into or a part of a Wildlife Area and Supervisor Gitlin amended his Motion to concur with Supervisor Hemmingsen.

Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.

22. Discuss and take action for SB 623 Water Quality: Safe and affordable Drinking Water Fund as requested by the County Administrative Officer.

Action: The Board directed staff to draft a letter opposing SB 623. Chair Howard recused himself due to conflict of interest.

23. 1) Approve and authorize an increase in the amount of a single budget transfer that can be authorized and approved jointly by the Auditor-Controller and the County Administrative Officer and 2) authorize an amendment to Section 2.40.010 A. of the Admin Manual to reflect this change as requested by the County Administrative Officer and the Auditor Controller.**

Action: Approved. Supervisor Gitlin made an alternate motion to still require the Board to authorize at the $1,000.00 level if the money was moved within the General Fund but it died due to a lack of a second.

24. Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

Supervisor Gitlin: Participated in an EMS meeting via phone, attended a meeting with the Republicans Central Committee and participated in the California Coastal Trails walk.

Supervisor Cowan: Attended the Last Chance Grade Stakeholders meeting, attended a meeting with the Director of Health and Human Services regarding activities for local youth, attended the College of the Redwoods Graduations, attended the DNSWMA meeting, attended the 2018 CSAC Legislative Conference, attended a meeting with Assemblyman Wood regarding Healthcare, attended a meeting with Senator McGuire regarding the No Place Like Home initiative and also attended a meeting with the Federal Highways Administration regarding Last Chance Grade.

Supervisor Howard: Participated in a discussion with Barbara Browning who is involved with the California Center for Rural Policy out of Humboldt State University for a meet and greet, attended the Smith River Neighborhood Watch meeting, attended the NCUAQMD meeting, participated in a radio interview, attended the DNSWMA meeting, attended the 2018 CSAC Legislative Conference, attended a meeting with Assemblyman Wood to discuss Healthcare, attended a meeting with Senator McGuire to discuss the No Place Like Home initiative, attended a meeting with the Federal Highways Administration to discuss Last Chance Grade, attended a meeting with the California Department of Fish and Wildlife to discuss grazing leases and elk issues, participated in the California Coastal walk, attended the Youth Candidates Forum and also attended the First 5 Commission meeting. 

Supervisor Hemmingsen: Attended the going away party for Merv George, attended the 2018 CSAC Legislative Conference, attended a Whale Entanglement Group meeting, attended the Coastal Counties Regional meeting, attended the Youth Candidates Forum and also attended the Community Choice Aggregation meeting.

Supervisor Berkowitz: Attended the 2018 CSAC Legislative Conference
