REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

10:00 A.M. Call the meeting to order and take roll.

·        The Pledge of Allegiance to be led by Chris Howard, Chair of the Board of Supervisors.

·        Introduction of new employees to the Board of Supervisors

·        Report of any actions from closed session by County Counsel.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time. In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

 

CONSENT AGENDA

Comments from members of the public may be heard at this time regarding matters on the Consent Agenda only.

1.    Approve and adopt Minutes from the July 24, 2018 Board of Supervisors Meeting.**

2.    Approve the revised job description for the Assistant Community Development Department Director and revised salary at a range 71 reflecting the new requirements to be a licensed civil engineer, possess a Bachelor's degree and have a minimum three (3) years' experience as a Registered Professional Civil Engineer as requested by the County Administrative Officer.**

3.    Approve and authorize the use of subvention funds for the purchase of shirts for the Veteran Service Office (VSO) as requested by the Veteran Service Officer.**

4.    Approve and authorize the Chair to sign an Agreement between the Del Norte County Sheriff's office and Mojgan Arshi, D.D.S., for Dental Services for Del Norte County Jail inmates as requested by the Sheriff-Coroner.**

5.    Approve and authorize the Chair to sign a new Agreement with Karen Olson, Dennis Daniel, Keith Morris and Joseph Futrell, Attorneys at Law, for Public Defender Services as requested by the County Administrative Officer.**

6.    Approve and authorize the Chair to sign the Sixth Amendment to the Agreement with George Mavris, Attorney at Law (Agreement 2013-038) for Public Defender Services for Pelican Bay State Prison Inmates as requested by the County Administrative Officer.**

7.    Approve and authorize the Chair to sign the Sixth Amendment to the Agreement with James Fallman, Attorney at Law (Agreement 2013-039) for Public Defender Services for Pelican Bay State Prison Inmates as requested by the County Administrative Officer.**

8.    Approve and authorize the Chair to sign the second Amendment to the Construction Management Agreement (Agree#2017-051) for the Big Flat Road at Hurdygurdy Creek Bridge Replacement Project upon approval of the LAPM Exhibit 10-C by Caltrans as requested by the Assistant Engineer**

9.    Approve the Final Subdivision Map for the Elias Subdivision as presented and authorize the Clerk of the Board to sign it as requested by the County Engineer**

10. 1) Approve and adopt a Resolution ordering the consolidation of the Statewide General Election that is to be held on November 06, 2018 with all the local City and District Elections in Del Norte County and 2) authorize and direct the Registrar of Voters to bill the jurisdictions for costs incurred as requested by the Del Norte County Registrar of Voters.**

11. Approve and adopt a Proclamation declaring August 2018 as Breastfeeding Awareness Month as requested by the Director of Health and Human Services.**

12. Approve and authorize the Chair to sign the Agreement with the National Council on Crime and Delinquency for Structured Decision Making (SDM) Services from July 01, 2018 to June 30, 2019, not to exceed $21,295.00 as requested by the Director of Health and Human Services.**

13. Approve and authorize the Chair to sign the Agreement with Penny Saver Inn for temporary shelter/housing from July 01, 2018, through June 30, 2019, not to exceed $200,000.00 per fiscal year as requested by the Director of Health and Human Services.**

14. Approve and authorize the Chair to sign the Agreement with Restpadd, Inc., Redding, CA to provide non-hospital acute inpatient psychiatric health care services from July 01, 2018 through June 30, 2019, not to exceed $360,000.00 as requested by the Director of Health and Human Services.**

15. Approve and authorize the Chair to sign Agreement #CW-2018-06 with the University of California, Davis (UC Davis) for Child Welfare Services training from July 01, 2018 through June 30, 2019, not to exceed $38,250.00 as requested by the Director of Health and Human Services.**

16. Approve and authorize the Chair to sign Agreement #EW-2018-06 with the University of California, Davis (UC Davis) for Eligibility, Employment Services and Welfare-to-Work training from July 01, 2018 through June 30, 2019, not to exceed $45,900.00 as requested by the Director of Health and Human Services.**

17. Approve and adopt a wireless device allowance for County Counsel and two Deputy County Counsel positions totaling no more than $1,500.00 per position, and the Paralegal II position totaling no more than $250.00  for the 2018/19 Fiscal Year as requested by County Counsel.**

SCHEDULED ITEMS

18. 10:05 A.M. COMMENT PERIOD:  Members of the public may address the Board on matters which are within the jurisdiction of the Board.  If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter.  Please limit your comments to three minutes or less.

REGULAR ITEMS

GENERAL GOVERNMENT:

21. Review information prepared by the Community Development Department in response to the 2018 SGMA Draft Basin Prioritization released by the Department of Water Resources for the Smith River Plain Basin and direct CDD to finalize and submit the proposed Basin Assessment to the DWR Basin Prioritization portal, as requested by the Natural Resources Goal Committee.**

22. Allow staff to participate in the National Fish and Wildlife Foundation's Pacific Southwest Fuels Management Strategic Investments Partnership's Grant either by filing an application as the lead applicant or participating as a contractor if the Tolowa Dee-ni' Nation elects to take the project lead as requested by the Director of the Community Development Department.**

23. Approve and authorize the use of budgeted travel funds for Chair Howard to travel to San Francisco, CA. to attend the Minister of Foreign Affairs of Japan and Mrs. Taro Kono's visit reception scheduled for August 23, 2018 as requested by Chair Howard.**

24. Discuss and take possible action to appoint a Supervisor to the California Coastal Commission as requested by Supervisor Berkowitz.

25. Discuss and direct staff to draft a letter to President Trump inviting him to take a tour of Last Chance Grade as requested by Supervisor Berkowitz.

 

BUDGET TRANSFERS:

26. Approve and adopt Budget Transfer #07-11 in the amount of $4,390.00 within the Livestock Budget to transfer surplus funds from City Contract line to cover overages in several line items as requested by the Agriculture Weights and Measures Inspector IV.**

LEGISLATIVE AND BUDGET ISSUES:

Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.

27. Discuss and direct staff to draft and send a letter opposing the Governor's Proposal to Change Inverse Condemnation Liability in relation to wildfires as requested by Chair Howard.**

COMMITTEE/ACTIVITY REPORTS:

28. Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.
