REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

Action: On a motion by Supervisor Gitlin with a Second by Supervisor Howard the Board voted with a 5-0 vote (Yes: Supervisor Howard, Hemmingsen, Berkowitz, Cowan, Gitlin No: None) to defend Cumbra v. County of Del Norte, et. al. CVUJ-19-1077

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time. In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

·        Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

Action: Supervisor Gitlin: Attended the 2019 CSAC Legislative Conference, attended a meeting with CDD staff and the Department of Fish and Wildlife Environmental representatives to discuss a brush and trees cut back on property adjacent to Wal-Mart due to constant trash and debris, attended a meeting with the City Manager to discuss trash clean up on 101 South, attended a meeting with the Tolowa Dee-ni’ Nation to discuss blight issues and also attended a meeting with CDD Staff, the DA, the Sheriff, and the local Wal-Mart manager regarding shoplifting.

Supervisor Cowan: Attended the 2019 CSAC Legislative Conference, attended a meeting at Assemblyman Wood’s office to discuss SB 204, attended a meeting with the Department of Fish and Wildlife regarding Elk, attended a meeting with Paul Snyder from Federal Highways, attended a meeting with Heidi Kime regarding the Japanese Delegation visit in the Fall, attended a meeting with Tamera Leighton and Daily Bread ministries, attended the BCRAA meeting, attended the memorial service for Chief Wakefield, attended a meeting with DHHS and Daily Bread Ministries regarding homeless, attended agenda review and attended the Short Term Homeless meeting.

Supervisor Howard:  Attended a meeting with Assemblyman Wood and Caltrans regarding Last Chance Grade, attended the 2019 CSAC Legislative Conference, attended a meeting at Assemblyman Wood’s office to discuss SB 204, attended a meeting with the Department of Fish and Wildlife regarding Elk, attended a meeting with Paul Snyder from Federal Highways, attended a meeting with CDD staff, attended a meeting with the Coastal Conservancy regarding projects in District 3, attended a meeting with County staff regarding facility improvements, attended the LTCO meeting, attended the Natural Resource Goal Committee meeting, attended a meeting with County staff regarding the Point Saint George Reef Lighthouse, attended a meeting with constituents regarding subdivision issues on Hwy 101 and also attended the Humane Society Fundraiser.

Supervisor Hemmingsen: Attended the 2019 CSAC Legislative Conference, attended a meeting with Senator McGuire staff regarding County Issues, attended a meeting with the Department of Fish and Wildlife regarding Elk, attended a meeting with Paul Snyder from Federal Highways, attended the Coastal Counties meeting, attended a meeting with the League of Cities regarding an upcoming Joint Workshop, participated in a Whale Entanglement conference call, attended the NCRP meeting, attended the Natural Resources Goal Committee meeting, attended the RCRC meeting, attended a meeting with CDD staff regarding access points, attended the memorial service for Chief Wakefield, attended the LTCO meeting and also attended the Humane Society Fundraiser.

Supervisor Berkowitz: Attended a meeting with Assemblyman Wood and Caltrans regarding Last Chance Grade, attended a meeting with the VFW Commander Johnson regarding homeless Veteran’s and also attended the 2019 CSAC Legislative Conference.

4.    Approve and adopt a Resolution supporting the 17th Annual Salmon Relay Run as requested by the Klamath-Trinity Joint Unified School District.**

5.    Approve and authorize the Chair to sign the Agreement between the County of Del Norte and Remi Vista, Inc. for mental health services for juveniles in Del Norte County Juvenile Hall as requested by the Chief Probation Officer.**

6.    Approve and authorize the submittal of the Local Agency DBE Annual Submittal Form to Caltrans and authorize the Chair to sign it as requested by the Community Development Department Assistant County Engineer.**

7.    Approve and adopt Resolution #2019-018, entitled, a Resolution of the Del Norte County Board of Supervisors delegating authority to make determinations of industrial liability on behalf of the County as requested by the County Administrative Officer.**

18. Approve and Authorize the Chair to sign and send an updated comment letter to the State Fish and Game Commission regarding tag quotas for the Northwestern Hunting Zone as requested by the Natural Resources Goal Committee.

Approve and authorize the Chair to sign and send a letter of support for AB 1710 which would confirm an existing Memorandum of Understanding (MOU) between Elk Valley Rancheria, California and the County and authorize the Tribe and the County to enter future agreements regarding local authorization of cannabis-related activity on the Tribe's reservation, as well as require the licensee(s) to comply with California cannabis laws as requested by the Elk Valley Rancheria Counsel.**
