REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

Hold a closed session to consider and discuss litigation and personnel matters: Conference with Legal Counsel- Existing litigation pursuant to Government Code 54956.9(d)(1) one workers compensation case  TIBT 600286; 1) significant exposure to litigation pursuant to Govt’ Code 54956.9(d)(2)-two 2) Initiation of litigation Conference with Legal Counsel pursuant to Govt’ Code 54956.9(d)(4) – none; Pursuant to 54957(b)(1) Conference with Labor Negotiators pursuant to Government Code 54957.6 between County Negotiator: Jay Sarina, CAO and Employee Organization: SEIU Local 1021; Mid Management Group; and Unrepresented employees: Appointed Department Heads, Elected Department Heads, Assistant Department Heads, Confidential Employees.

10:00 A.M. Call the meeting to order and take roll.

·        Moment of Reflection

·        The Pledge of Allegiance to be led by Lori Cowan, Chair.

·        Introduction of new employees to the Board of Supervisors

·        Report of any actions from closed session by County Counsel.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time. In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

·        Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

Action: Supervisor Gitlin: Attended a meeting with the City Manager regarding a new restaurant opening within the City limits, dealt with numerous constituent calls and also participated in Memorial Day services.

Supervisor Cowan: Attended the DNSWMA meeting, attended the No Place like Home meeting and also participated in a conference call with Senator McGuire staff regarding homelessness and other issues.

Supervisor Howard:  Attended two DNSWMA meetings, dealt with constituent concerns regarding zoning issues in Smith River, participated in the Johnson Community Interview, attended a Fish and Game meeting regarding Elk and Salmon, attended the NCUAQMD meeting, attended the Tri-Agency meeting, attended a meeting with Recology to discuss compost, attended a meeting with Hambro regarding compost, attended a meeting with Supervisor Hemmingsen and County staff regarding the Klamath Dam removal, attended a meeting with Supervisor Hemmingsen, Congressman Huffman Representative and the Smith River Alliance regarding the Public Lands Bill, attended a meeting with Gasquet constituents regarding fire issues and also participated in Memorial Day services.

Supervisor Hemmingsen: Attended Richard Westbrook’s Celebration of Life, attended a meeting with County staff regarding Fish and Wildlife access points, attended the No Place like Home meeting, attended the Tri-Agency meeting, attended a meeting with Supervisor Hemmingsen and County staff regarding the Klamath Dam removal, participated in Agenda review, attended a meeting with Supervisor Howard, Congressman Huffman Representative and the Smith River Alliance regarding the Public Lands Bill and also participated in Memorial Day services.

 

CONSENT AGENDA

Comments from members of the public may be heard at this time regarding matters on the Consent Agenda only.

1.    Approve and adopt Minutes from the May 14, 2019 Board of Supervisors meeting.**

2.    Approve and adopt a Proclamation designating May 2019 as Emergency Medical Services Month as requested by Del Norte Ambulance.**

3.    Approve and authorize the Agricultural Commissioner to sign the 2019-20 Petroleum Cooperative Agreement between Del Norte County and the California Department of Food and Agriculture, Division of Measurement Standards from July 01, 2019 through June 30, 2020 as requested by the Agricultural Commissioner.**

4.    Approve and authorize the Agricultural Commissioner to sign the 2019-20 Organic Program Cooperative Agreement between the California Department of Food and Agriculture and the Del Norte County Department of Agriculture for services from July 01, 2019 through June 30, 2020 as requested by the Agricultural Commissioner.**

5.    Approve and authorize the Chair to sign the First Amendment to the Agreement between the County of Del Norte and Robert J. Drossel for Hearing Officer Services as requested by the County Administrative Officer.**

6.    Approve and authorize the Chair to sign an Agreement with Western Emulsions for road materials supply as requested by the Director of the Community Development Department.**

7.    Approve and authorize an acceptance of a donation from the Sovereign Nation of Elk Valley Rancheria for $500.00 to sponsor an upcoming Curry/Del Norte County Stand-down in June of 2019 as requested by the Veterans Services Officer.**

8.    Approve and appoint Supervisor Berkowitz as a voting Delegate and Supervisor Cowan as a voting Alternate for the 2019 National Association of Counties Voting Credentials.**

9.    Approve and authorize the Chair to sign the First Amendment to the Agreement with the California Department of Social Services (CDSS) (DNCO Agreement #2017-061) for the Resource Family Approval (RFA) Appeals, Complaints and Psychosocial Assessment Services for the period January 01, 2017 through June 20, 2019, not to exceed $6,900.00 as requested by the Director of Health and Human Services.**

10. Approve and authorize the Chair to sign the Agreement with Shasta County Department of Housing and Community Action Programs for the purpose of participating in a collaborative effort known as the Continuum of Care (CoC) for the period July 01, 2018 through June 30, 2020, not to exceed $10,000.00 as requested by the Director of Health and Human Services.**

11. Approve and authorize the Director of Health and Human Services to sign an Agreement with Shasta County Department of Housing and Community Action Programs to acquire licenses to utilize the Homeless Management Information System (HMIS) through October 31, 2019 as requested by the Director of Health and Human Services.**

12. Approve and authorize the Sheriff to enter into an Agreement with Ford Motor Company for the lease purchase of a Boating vehicle as requested by the Sheriff-Coroner.**

REGULAR ITEMS

GENERAL GOVERNMENT:

15. Approve and authorize an annual Step Increase from a Range A-12 Step E to a Range A-12 Step F for the Chief Probation Officer as requested by the County Administrative Officer

 

BUDGET TRANSFERS:

16. Approve and adopt Budget Transfer #05-07 in the amount of $16,000.00 within the Flood Control District Budget Unit to allow for the transfer of funds to the Road Fund for services provided to the District by Roads Division Staff as requested by the Director of the Community Development Department.**

17. Approve and adopt Budget Transfer #05-08 in the amount of $10,500.00 within the Veteran Service Budget Unit due to unanticipated funds received by the State of California as requested by the Veterans Service Officer.**

18. Approve and adopt Budget Transfer #05-09 in the amount of $6,000.00 within the Agriculture Budget Unit due to unanticipated revenue from unclaimed gas tax funds as requested by the Agricultural Commissioner.**

LEGISLATIVE AND BUDGET ISSUES:

Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.
