REGULAR MEETING                                                                    10:00 AM

 

The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

Due to the ongoing COVID-19 issues, the Governor of the State of California has issued Executive Order N-29-20 and Order N-25-20 establishing social distancing measures and suspending provisions of the Brown Act. For this reason we ask that you:

REGULAR SESSION 10:00 A.M.

10:00 A.M. Call the meeting to order and take roll.

·        Moment of Reflection

·        The Pledge of Allegiance to be led by Jay Sarina, County Administrative Officer.

·        Introduction of new employees to the Board of Supervisors

·        Report of any actions from closed session by County Counsel.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time. In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

·        Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports.

Action: Supervisor Gitlin: Attended the LTCO meeting, participated in the Show and Shine event and participated in the PIC group clean up.

Supervisor Cowan: Attended a meeting with Daphne from Del Norte Mission Possible, Toni Self, and the Building Maintenance and Parks Director regarding a new area for the homeless showers to take place, took a potential new Doctor in Del Norte County on a tour of the area, attended the Republican Women’s luncheon, attended a meeting with a constituent regarding illegal camping and also attended a meeting with the BCRAA Director regarding the extension of the contract with Contour Airlines.

Supervisor Howard:  Attended the LTCO meeting, attended the North Deal meeting, attended the CSAC Board of Directors meeting, attended a meeting with constituents on North Bank Road regarding Sudden Oak Disease, attended a meeting with Sister City Partners to discuss being a keynote speaker at an upcoming event, attended a meeting with constituents regarding US Hwy 199, attended a meeting with State Officials regarding COVID-19 issues and also attended a meeting regarding Tri-Agency and USDA.

Supervisor Hemmingsen: Attended the RCD meeting, attended the NORTEC meeting, attended the Tri-Agency meeting, participated as a panelist at a Whale Entanglement Seminar, participated in Agenda review and attended the LTCO meeting. 

Supervisor Berkowitz:  Attended a meeting with the Yurok Tribe regarding TOT Funding, Hunter Creek Park and constituents in Klamath calling the Sheriff’s office with noise complaints and never getting anyone to respond to the calls.

 

CONSENT AGENDA

Comments from members of the public may be heard at this time regarding matters on the Consent Agenda only.

1.    Approve and adopt Minutes from the August 25, 2020 Board of Supervisors meeting.**

2.    Approve and adopt a Proclamation proclaiming the week of September 17-23, 2020 as "Constitution Week" as requested by the Daughters of the American Revolution, Del Norte Chapter.**

3.    Approve and authorize the Chair to sign an Agreement with Bio-Tax Laboratories for forensic toxicology analysis as requested by the Sheriff-Coroner.**

4.    Approve and authorize the Registrar of Voters to sign the attached Agreement between the California Secretary of State and Del Norte County as requested by the Del Norte County Registrar of Voters.**

5.    Approve and adopt the 2020-2025 Del Norte County Capital Improvement and Maintenance Plan as requested by the Parks and Building Maintenance Director.**

6.    Approve and adopt a Resolution affirming continual support for Safe Surface Transportation Assistance Act (STAA) access on State Route 197 and the US Highway 197 corridor as requested by the Executive Director of the Del Norte Local Transportation Commission.**

7.    Approve and authorize the Chair to sign the Agreement with the County Medical Services Program allowing the Department to provide indigent care in Del Norte County as requested by the Director of Health and Human Services for the term of July 01, 2020 to September 28, 2021 as requested by the Director of Health and Human Services.**

8.    Approve and authorize the Chair to sign the Agreement with Millennium Health, LLC to provide onsite urinalysis for Behavioral Health Branch July 01, 2020 through June 30, 2021 as requested by the Director of Health and Human Services.**

9.    Approve and authorize the Chair to sign the Agreement with the Del Norte Senior Center for mobile hygiene services for the period of September 08, 2020 through September 07, 2022, not to exceed $110,000.00 as requested by the Director of Health and Human Services.**

10. Approve and authorize the Chair to sign the Lease Agreement with SMART Business Resource Center, for office space at the Del Norte Workforce Center for the period of July 01, 2020 through June 30, 2021, not to exceed $5,362.56 as requested by the Director of Health and Human Services.**

11. Approve and authorize the Chair to sign the Agreement with Crestwood Behavioral Health, Inc. to provide psychiatric placement services for adults for the period July 01, 2020 through June 30, 2021, not to exceed $535,000.00 as requested by the Director of Health and Human Services.**

12. Approve and authorize the Chair to sign an Agreement with Richard Pearcey dba: Del Norte Taxi transportation services for the period July 01, 2020 through June 30, 2021, not to exceed $20,000.00 as requested by the Director of Health and Human Services.**

13. Approve and authorize the Chair to sign an Agreement with Willow Glen Care Center, Yuba City, CA to provide Mental Health Rehabilitation Services at their facility known as Sequoia Psychiatric Treatment Center for the period July 01, 2020 to June 30, 2021, not to exceed $200,000.00 as requested by the Director of Health and Human Services.**

14. Approve and authorize the Chair to sign an Agreement for Community Residential Care Services with Willow Glen Care Center, Yuba City, CA for the period July 01, 2020 to June 30, 2021, not to exceed $298,000.00 as requested by the Director of Health and Human Services.**

15. Approve and authorize the Chair to sign the Agreement with Coast Auto Center, Inc. for the period July 01, 2020 through June 30, 2021, not to exceed $20,000.00 as requested by the Director of Health and Human Services.**

16. Approve and authorize the Chair to sign the submittal of the Local Agency DBE Annual Submittal Form to Caltrans as requested by the Director of the Community Development Department.**

SCHEDULED ITEMS

COMMENT PERIOD:  Members of the public may address the Board on matters which are within the jurisdiction of the Board.  If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter.  Please limit your comments to three minutes or less.

18. 10:30 A.M. 1) Open the public hearing to consider the Recommended Budget as amended and all submitted Special District budgets for the 2020/2021 Fiscal Year, and continue the hearing for 14 days; 2) Approve the position changes as outlined in Attachment ‘A’: and 3) Approve the annual Children’s Budget as presented as requested by the Auditor Controller and County Administrative Officer.**

GENERAL GOVERNMENT:

21. Adjourn as the Board of Supervisors, reconvene as the Board of Equalization and approve the Assessment Appeal Withdrawal Application for APN 102-140-23 (Aaron M. Elder) as requested by the Assessor's Office.**

22. Adjourn as the Board of Equalization, reconvene as the Board of Supervisors and review the Fire Safe Plan as requested by the Fire Safe Plan Director.**

 

LEGISLATIVE AND BUDGET ISSUES:

Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte.  Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments.
