The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

Hold a closed session to consider and discuss litigation and personnel matters: I) Existing litigation pursuant to Government code 54956.9; Steelhead Construction vs. County of Del Norte CVUJ 12-1275; Discuss and take possible action on a settlement proposal for 1 Workman’s Compensation Claim. II) Anticipated litigation 1) Initiation of litigation Conference with Legal Counsel pursuant to Govt’ Code 54956.9 – two cases (c); III) Personnel negotiations pursuant to Government Code 54957.6 between County Negotiator and the Del Norte County Employees’ Association, Sheriff’s Employees’ Association, and represented and unrepresented bargaining units.  Conduct annual evaluation of Director of Child Support Services; Conduct annual evaluation of Building Maintenance and Parks Superintendent.

Supervisor Hemmingsen:   Attended the candidate forum (Sheriff, DA, and Judges);  attended the Pelican Bay Citizen's Advisory meeting; attended a Council of Economic Advisor's (CEA) meeting; at the invitation of the City Manager of Brookings, attended a panel discussion regarding Oregon Commissioners and Del Norte County Board of Supervisors and the differences between the two forms of government;  attended meetings with the Director of Community Development regarding Lake Earl breach permit and RSA mitigation; attended a North Coast Resource Partnership (NCRP) meeting  in Yreka; and attended presentation by Sonoma County Clean Power.

 

Supervisor McClure:   Attended a California Coastal Commission (CCC) meeting; travel; attended an Emergency Services (EMS) meeting; attended a Juvenile Justice Committee meeting; attended a meeting at the Senior Center; and attended a meeting with citizens in Gasquet regarding Ward Field.

 

Supervisor Sullivan:  Attended Resource Advisory Committee (RAC) meeting; attended a Solid Waste Management  meeting; attended a meeting with citizens in Gasquet  regarding Ward Field.

 

Supervisor Finigan:    Absent

·        Receive a brief report from the County Administrative Officer.

Action: CAO Sarina:    Working on miscellaneous  agreements, including capital improvements within the Courthouse; attended a CEA meeting; participated in discussions with Smith River Rancheria; working on preparation of the County budget; at the invitation of the City Manager of Brookings, attended a panel discussion regarding Oregon Commissioners and Del Norte County Board of Supervisors and the differences between the two forms of government; participate in employee negotiations; working on gaming agreement with the Yurok tribe; and attended a meeting with citizens in Gasquet regarding Ward Field.

7.    Direct staff to develop and submit an Active transportation Program grant application for the Hobbs Wall Trail Project; Authorize the CDD Director to sign as the Applicant and the County Engineer to sign as the Local Agency Official on the Application; and Authorize staff to request match funding from the Del Norte Local Transportation Commission, as requested by the Assistant Engineer.**

Approve the Engineering Traffic Survey (ETS) results for certain segments of roads in Del Norte County, and direct staff to bring forward an amendment to Del Norte County Code Chapter 10.04.04 to reflect any changes to existing speed limits that the Board approves, as requested by the County Engineer.**

12. Discuss letter of support to Assemblyman Anthony Rendon regarding AB 2205 (Donnelly), as requested by the Chief Administrative Officer.**
