The Board of Supervisors of the County of Del Norte and the governing body of all other special assessment and taxing districts, for which said Board so acts, is now meeting in regular session.  Only those items that indicate a specific time will be heard at the assigned time.  All other items may be taken out of sequence to accommodate the public and staff availability.  Items followed with a ** indicate material attached in the agenda packet.

A closed session may be held at some time during the meeting to discuss litigation and/or personnel matters.  There is a 90-day statute of limitations relating to decisions rendered after a public hearing of the Board of Supervisors and a 60-day statute of limitations relating to ministerial actions of the Board of Supervisors.  NOTE:  If you challenge the decision of the Board of Supervisors in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.  (Govt. Code § 65009).  When providing written correspondence to the Board of Supervisors you must provide a copy to the Clerk of the Board for inclusion in the official record.

Hold a closed session to consider and discuss litigation and personnel matters: I) Existing litigation pursuant to Government code 54956.9; Steelhead Construction vs. County of Del Norte CVUJ 12-1275; Discuss and take possible action on a settlement proposal for 1 Workman’s Compensation Claim. II) Anticipated litigation 1) Initiation of litigation Conference with Legal Counsel pursuant to Govt’ Code 54956.9 – two cases (c); III) Personnel negotiations pursuant to Government Code 54957.6 between County Negotiator and the Del Norte County Employees’ Association, Sheriff’s Employees’ Association, and represented and unrepresented bargaining units.  Conduct annual evaluation of Director of Child Support Services; Conduct annual evaluation of Building Maintenance and Parks Superintendent.

Action: On a motion by Supervisor Hemmingsen, Supervisor Finigan was nominated for Chair. Approved. Four in favor. (Hemmingsen,Finigan,Howard,McClure) One against. (Gitlin)

·        Introduction of new employees to the Board of Supervisors

Action: None.

·        The Chair requests any deletions, corrections or additions from Board members to the agenda at this time.  In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.

Action: None.

·        Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, goal committees and/or Board and staff travel/training reports. The Board may ask questions for clarification; make a referral to staff to take action to have a matter or business placed on a future agenda pursuant to Government Code 54954.2(a).

Action: Supervisor Gitlin: Attending the Swearing in of the Newly Elected, attended retirement of CHP Lieutenant Michael Reidel, attended the recognition of exemplary service for Dean Wilson, Participated in the Agenda meeting for DNSWMA, attend Special Session for Takata High School, attended Air quality meeting, attended Barefoot Winery welcome at Oceanfront Lodge, attended all day retreat for Chamber of Commerce, met with constituents regarding Blight, participated in 101 clean-up plan, took many constituent calls regarding Elk Management.

 

Supervisor Hemmingsen: Participated in the swearing in of the Newly Elected, attended LTCO finance committee meeting, attended the Special Meeting for Takata High School, attended another LTCO meeting, attended BCRAA meeting, attended the retirement party for Dean Wilson, dealt with constituent phone calls regarding Elk and Bear issues.

 

Supervisor McClure: Met with Senator McGuire and toured the Rumiano Cheese Factory and had lunch, attended the California Coastal Commission, signed all deeds regarding lots for BCRAA.

 

Supervisor Howard:  Attended the Swearing in, attended the new supervisors training, participated in several meetings regarding constituent issues. Attended the Special Session for Takata High School, attended Smith River neighborhood watch meetings, met with the State National Parks.

 

Supervisor Finigan: Attended the RCRC new election meeting, attended Tri-Agency meeting, had phone calls regarding school funding, finance corps, attended a meeting at First 5, met with Senator McGuire, attended Special Session for Takata High School, attended Agenda Review, attended LTCO meeting, attended BCRAA meeting, took several constituent calls.

·        Receive a brief report from the County Administrative Officer.

Action: CAO Sarina:  Attended the Public Works regarding Sewer Issue, Number of meetings with different department heads, attended meetings regarding the Jail and Bar-O, did a few evaluations, attended the Special Meeting for Takata High School, participated in a conference call regarding governor's budget.

·        Nomination and Election of Chair and Vice-Chair of the Board of Supervisors.

1.     Approve the minutes from the December 09, 2014 Board of Supervisors Meeting.**

Action: Approved.

2.     Approve the 2015 Meeting and Holiday Schedule for the Del Norte County Board of Supervisors.**

Action: Approved.

3.     Approve and authorize Chair to sign the Fourth Amendment to Agreement 2010-095 between the County of Del Norte and Jim Phillips Nursing, Inc. as requested by the County Administrative Officer.**

4.     Approve and authorize Chair to sign Agreement with Turtle Medicine to provide nursing services for County Jail inmates, and detainees at the County of Juvenile Hall and Bar-O Boys Ranch as requested by the County Administrative Officer.**

5.     Approve and authorize Chair to sign Resolution regarding the appointments to the Del Norte County Law Library Board of Trustees for the year 2015 as requested by the Del Norte County Law Librarian.**

6.     Approve and authorize Chair to sign Resolution of the Del Norte County Board of Supervisors observing Soroptimist International of Crescent City Stop Trafficking Awareness Campaign in the month of January 2015 as requested by the Soroptimist of Crescent City.**

7.     Approve and adopt the Statement of Votes cast at the November 04, 2014 Statewide General Election, and that a copy be lodged in the office of the County Clerk/Registrar of Voters as requested by the County Registrar of Voters.**

Action: Approved.

8.     Approve the appointments to Local District Boards be made as submitted by Districts. In accordance with Election Code 10515, the candidates and terms declared elected by nomination be approved and appointed as requested by the County Registrar of Voters.**

9.     Approve and authorize the Chair to sign Agreement with Swiderski Mortuary, Inc. for Indigent Burial Services from July 1, 2014 through June 30, 2015, not to exceed $28,000.00 as requested by the Director of Health and Human Services.**

10. Appoint Don Heckel and Carla Romesberg to the Local Mental Health Board Effective immediately as requested by the Director of Health and Human Services.**

Action: Approved.

11. Approve and authorize the Chair to sign the Second Amendment to the Agreement #2014-014 with the County of Humboldt in order to continue and extend the California Home Visiting Program as a partner of the Northcoast Tri-County Consurtium (Del Norte, Humboldt, Trinity) Professional Services Agreement from July 1, 2013 through March 31, 2015 unless sooner terminated as requested by the Director of Health and Human Services.**

12. Approve and authorize the Chair to sign Agreement with Keith Taylor for professional services for the period of July 1, 2014 through June 30, 2015, not to exceed $15,000.00 as requested by the Director of Health and Human Services.**

13. Approve and authorize the Chair to sign the Children's Medical Services Plan with the Department of Health Care Services for Del Norte County which includes the Child Health and Disability Prevention (CHDP) Certification, California Children's Services (CCS) Certification, and Health Care Program for Children in Foster Care (HCPCFC) Certification effective July 1, 2014 through June 30, 2015 not to exceed $299,419.00 as requested by the Director of Health and Human Services.**

14. Approve and authorize the designation of RCRC and CHF Delegates as requested by Chair Finigan**

15. Approve and accept the resignation of Doug Wakefield from the Del Norte Local Transportation Commission.**

Action: Approved.

16. Approve and accept the resignation of Marilyn Mullem from the Mental Health Advisory Board as requested by the Director of Health and Human Services.**

Action: Approved.

17. Authorize and approve Agreement for preparation to administer and operate Districts transactions and Use Tax Ordinance; and adopt Resolution authorizing County Administrative Officer to execute Agreements with the State Board of Equalization for implementation of a Local Transactions and Use Tax as requested by the County Administrative Officer.**

18. Approve Budget Transfer 12-02 within the Fiscal Year 14/15 Administration Budget: $2,500.00 from "Professional Services" to "Interfund Miscellaneous" as requested by the County Administrative Officer.**

19. Approve Budget Transfer 12-03 in the amount of $65,000.00 from the General Fund Contingency Budget to Administration Professional Services Budget as requested by the County Administrative Officer.**

20. Approve Budget Transfer 12-04 in the amount of $77,400.00 from the Department Allotment Budget to the Mental Health Services Act Budget as requested by the Director of Health and Human Services.**

21. Approve Budget Transfer 12-05 within the Hospital Preparedness (HPP) Budget in the amount of $27,034.00 as requested by the County Administrative Officer.**

22. Approve and authorize Budget Transfer 12-06 within the Bioterrorism Preparedness (PHEP) Budget: $23,410.00 from the "Department Allotment" to "PPE Clothing and Gear" as requested by the County Administrative Officer.**

23. Approve Budget Transfer 01-01 additional Grant monies of $13,420.00 to be added as revenue to the Del Norte County Agriculture Budget and use that revenue for part time temporary employees as requested by the Agricultural Commissioner.**
